    110% Rule

FMCSA rule capping how much a non-binding mover can collect at delivery (no more than 110% of the estimate).

Per 49 CFR § 375.407, on a non-binding estimate the carrier may collect at most 110% of the original written estimate at delivery — the rest is billed later. The rule protects customers from hostage-load scenarios and is one of the most common FMCSA violations.
